Server Problems

Dedicated Server Mayhem(http://www.tm-forum.com/viewtopic.php?f=28&t=14203)
Ok this is what i did.
First i downloaded http://files2.trackmaniaforever.com/TrackmaniaServer_2008-12-05.zip which is the dedicated server.
Opened ports on my router 2350-2370 and 3450-3470 both tcp and udp.
Changed the settings and launched the game using the command line "TrackmaniaServer.exe" /game_settings=MatchSettings\Nations\NationsBlue.txt /dedicated_cfg=dedicated_cfg.txt
Still did not work.
Then downloaded servermania and launched the dedicated server using servermania.
did everything from forcing ip to binding my external ip and checked on portforward.com to see if ports were open .Everything was fine.
But when i launch the server i cannot connect to it.Sometimes i see the server on the india site and sometimes not but still cannot connect to it.What now.
